1.1 Introduction
Today’s educational space of Kazakhstan is undergoing significant changes under the influence of technological progress, social needs and strategic decisions of the state level. In this context, our college is revising its development strategy to effectively adapt to new challenges and opportunities.
Updating the college’s development strategy is an integral step in our endeavor to maintain the relevance and quality of the education we provide. The new strategy not only reflects our current goals and priorities, but also takes into account the latest trends in education, teaching methods and technology.
We strive to make our college not only a center of professional training, but also an innovation center, where future leaders and specialists ready for the challenges of the modern world are formed.
As part of the updated strategy, we are actively working on modernization of educational programs, integration of advanced educational practices and technologies, as well as development of research and innovation activities. Our goal is to provide students not only with theoretical knowledge, but also with practical skills necessary for a successful career in the modern world.
The College’s updated development strategy is based on an in-depth analysis of labor market needs, assessment of current trends in education and consultations with stakeholders. We are confident that this strategy will serve as the basis for our successful development in the coming years, enabling us to respond effectively to changing conditions and reach new heights in education.
The need to develop this College Development Strategy is predetermined by new priorities in the development of the education system of the Republic of Kazakhstan and the country as a whole; significant changes in the system of technical and vocational education (TVET); in connection with the approval and implementation of the State Program for the Development of Education and Science of the Republic of Kazakhstan for 2020 – 2025; as well as intensive socio-economic changes.
This College Development Strategy has been developed according to the basic model of the well-known experts in the field of Strategic Management Johnson and Scholes. It defines strategic guidelines for training competitive specialists, modernization of the educational process, integration of scientific, educational and innovative activities.
1.2 Current trends in the development of technical and vocational education
In modern conditions of market economy, reforming the system of professional education, the competitiveness of graduates becomes the main qualitative indicator of college activity. The modern socio-cultural and economic situation requires professional educational institutions to train and retrain personnel in a changing range of professions and all levels of qualifications. Education becomes a central factor of social development, it becomes necessary to transform the teacher training college into a more open self-organizing educational system, which has partnerships with the main institutions of socialization in achieving the goals of education, a close relationship with employers, an established feedback system that allows to adequately assess the situation with the employment of graduates, flexible and timely adjust to the requirements of the labor market.
The system of ensuring the quality of education in the conditions of the college provides for the development of new educational programs and their subsequent modernization, development of educational and methodological support in order to bring the content and technologies of education in line:
- with the requirements of modern society (transition to the formation and improvement of competencies);
- with the requirements of socio-economic development (overcoming the mismatch with the needs of the labor market in the industry);
- the current level of development of education and
The educational system of the college can be singled out as a system-forming element that implements the principles of lifelong learning based on the content-structural approach (principles of multilevel, additionality, maneuverability, integration of educational structures, flexibility of organizational forms). Thus, the structure of college professional education should be open, activity-based, concrete, self-organizing, dynamic, polystructural, subject to the systemic laws of the educational process.
The developmental activity of the college is primarily aimed at carrying out expedient intentional changes and implies the creation of conditions for the realization of competence, responsibility, activity and in general personal potential of all participants of the educational process.
1.3 Analysis of the current situation
State municipal enterprise “Almaty Humanitarian and Pedagogical College No. 2” – State budgetary educational institution of specialized secondary vocational education, is a legal entity subordinated to the Department of Education of Almaty, the Ministry of Education and Science of the Republic of Kazakhstan. The College has an independent balance sheet, settlement account, stamped seal with its name, other details.
The College has been operating since 1980 and is a leader in training teachers for schools in Almaty.
In its activity the college is guided by the Law of the Republic of Kazakhstan “On Education”, Model Rules of Activity of Organizations of Technical and Vocational Education (approved by the Resolution of the Government of the Republic of Kazakhstan dated May 17, 2013 № 499), orders of the Ministry of Education and Science of the Republic of Kazakhstan, the Charter of the college, the State Program of Development of Education and Science of the Republic of Kazakhstan for 2020 – 2025, the Roadmap for the development of the education system of Almaty, the College Development Strategy, decisions of the Pedagogical Council.
The College carries out educational activity on the basis of the state license series AA-5 № 0059667 from 09.10.2008, issued by the Department of Economy and Budget Planning of Almaty (validity period is not limited).
The leading principles of educational activity of the college are: humanistic nature of education, priority of universal values, human life and health, freedom of personal development; protection of national cultures and traditions; systematicity, integrity, comprehensiveness.
In 2018, at the meeting of the Pedagogical Council, with the participation of the entire staff, the College Development Strategy for 2018-2030 was developed according to the basic model of the well-known experts in the field of Strategic Management Johnson and Scholes. SMART-objectives were clearly defined, which allowed at the stage of goal setting to summarize all available information, establish acceptable timeframes for work, determine the sufficiency of resources, provide all participants of the process with clear, precise, specific tasks.
The College Development Strategy defines strategic guidelines for training competitive specialists, modernization of the educational process, integration of scientific, educational and innovative activities, and outlines the Mission and Vision of the College.
College mission: “We train the best teachers for the children of Kazakhstan!”
Vision of the college: to become one of the leading educational organizations of the Republic of Kazakhstan in the field of training competent specialists in the field of education, having a high image in the society and international educational space.
Since 2018. AGPC No. 2 has been working on the implementation of the Strategic Development Plan of the college in accordance with the defined long-term, medium-term and short-term goals.
The realization of the college mission is to train professionally competent, socially responsible and competitive specialists who are skilled in organizing the educational process in the conditions of updating the content of education.
In addition, the realization of the mission provides for the formation of a unified cultural, educational, intellectual and innovative space of the college, ensuring the quality of education that corresponds to global trends, active cooperation with social partners.
The mission of the college designates the place and role of our organization in the socio-economic and educational space of the region, as in modern market conditions there is a demand for specialists with a high level of theoretical and practical skills, possessing high personal qualities, able to compete and develop their knowledge and skills throughout their working life.
The mission of the college ensures the harmonization of external interests: the demands of society, the state and the labor market with the internal interests of students, teachers and college management.
Almaty Humanitarian-Pedagogical College No. 2 strives to give the young generation not only professional knowledge, but also the opportunity to freely navigate in the world of modern social values. The college sees its mission in the task of contributing to the improvement of national education, the capital by which the level of development of our republic will be judged.
The developmental activity of the college is primarily aimed at carrying out expedient intentional changes and implies the creation of conditions for the realization of competence, responsibility, activity and, in general, personal potential of all participants of the educational process.

The development strategy corresponds to material and human resources and is aimed at meeting the needs of students and teaching staff
The strategic plan covers all prospective directions of the college’s activities oriented towards the achievement of the mission. In order to control and monitor the qualitative fulfillment of the set goals, the college has organized an effective system of planning and document management. Regulatory, legal and technical documents of AGGPC No. 2 regulate all processes, form labor, executive and corporate culture and allow for documented assessment of the effectiveness of the mission, goals and objectives.
On the basis of the Development Strategy of Almaty Humanitarian-Pedagogical College No. 2, plans of structural subdivisions for each academic year are elaborated and reports are submitted upon its completion, as a result of which a complete open picture of the college activity is created.
Control over the realization of the planned strategic goals is carried out in the following areas:
- analysis of the current situation and implementation of the development strategy by the college at the administrative level;
- discussion of the strategy implementation plan at meetings of the Pedagogical Council;
- survey of teachers, students and graduates of the college,
Based on the results obtained during the control, the strategic plan is adjusted, amended and supplemented.
Thus, in 2019, in the course of institutional and specialized accreditation of the college, a pedagogical council was held on the topic: “Analysis of the implementation of the College Development Strategy”. The work of the pedagogical council showed that the planned short-term goals for the next 2 years were achieved in full, except for those that have lost their relevance and importance in accordance with the new changes in the field of education and in TVET organizations in particular. The Strategy was adjusted accordingly. By the decision of the Pedagogical Council from 28.10.2019 became:

In November 2023, in preparation for the Pedagogical Council “Analysis of the implementation of the College Development Strategy for 2018-2030”, an order was issued to create a working group of deputy heads to conduct a SWOT analysis of all areas of the college.
The results of the analysis showed that for the realization of the development strategy AGPC No. 2 until 2030 has sufficient information, library and human resources.
The financial policy of the college is aimed at ensuring financial stability, optimizing expenditures, improving the welfare of the college and its employees. The main sources of the college income formation are budgetary and non-budgetary funding. The transition to per capita financing has been realized.
In accordance with the strategic course of innovation and technological development of the country, entry into the world educational space and modernization of education, the problem of improving the quality of training of future teachers becomes obvious.
Within the framework of modernization in the system of specialized secondary teacher education there is an active transition from traditional methods of teaching to innovative ones. There is a process of changing the nature of the educational process, the content, methods and forms of training a future teacher with an innovative type of thinking are brought in line.
The College is recruiting applicants for the following specializations and qualifications:
- specialty 0112100 “Preschool education and training”, qualification 4S01120102 “Educator of the organization of preschool education and training”;
- specialty 01140100 “Pedagogy and Methodology of Elementary Education”, qualification 4S01140101 “Teacher of Elementary Education”, 4S01140102 “Teacher of Elementary Education Foreign Language”;
- specialty 01140600 “Pedagogy and methodology of teaching language and literature of basic secondary education”, qualification 4S01140605 “Teacher of foreign language”;
- specialty 01140700 “Informatics”, qualification 4S01140701 “Teacher of informatics of primary and basic secondary education”;
- specialty 02310100 “Translation”, qualification 4S02310101 “Translator”.
Much attention is paid to the educational and methodological support of the educational process. Since 2021, in all specialties with the involvement of social partners developed educational programs on credit-modular technology of education based on the requirements of the State Standard “Teachers”, professional standards “Teacher” and “Translator” and WorldSkills standards in the competencies “Teaching in Primary Grades”, “Preschool Education”. A letter grade rating system for assessing students’ academic achievements has been introduced.
For students on the basis of general secondary education since 2018 the program of dual training is implemented, which contributes to better practical training of students. In 2023 on the specialty “Preschool education and training”, qualification “Educator of the organization of preschool education and training” – 50 people on the basis of general secondary education. 25 of them – by target order.
Out of 176 people studying under the state order 35% continued their education in higher educational institutions of the Republic of Kazakhstan, 64% were employed.
The educational building of the college is 2,500 square meters. All the facilities are under operational management. The designed capacity of the college is 410 seats, while the contingent of students is 1,111 hours.
Due to the increase in the contingent, the college is forced to work in two shifts because of the lack of educational space. To date, the Construction Department is preparing materials for construction and installation work, which includes the addition of classrooms and auxiliary premises for 300 seats. With the increase of teaching space, the contingent of students will increase accordingly, which will make it possible to successfully solve the issues of staff shortage in elementary school.
There are 21 classrooms, a sports hall, an assembly hall, a hall for rhythmic and choreography classes, a library with a reading room for 48 seats, equipped with computer equipment, a music studio, a medical room, a cafeteria for 36 seats, a museum of college history.
The college library has an electronic catalog, created by the program “KABIS”, which is replenished with records as books arrive in the library. 12453 copies, 1461 titles have been entered into the program. The electronic catalog combines alphabetical, systematic and subject catalogs, providing an opportunity for free access to information resources and multidimensional information search.
The total book fund of the college library is 38667 items, including 5027 copies in the state language of instruction, 28564 copies in the Russian language of instruction, and 2076 copies in other languages. In the college library also has 379 copies of audiovisual documents on CD and DVD disks, as well as electronic textbooks.
The library fund of the college includes educational and educational-methodical publications for the implementation of educational programs in the studied specialties, but in insufficient quantity today for the implementation of educational programs in pedagogical specialties. To address this issue, the work on replenishment of the library’s educational fund is organized annually with the allocation of significant funds to replenish the library’s book fund.
Teachers have monoblocks and computers, printers in classrooms. Interactive whiteboards are installed in 18 classrooms. In 3 classrooms there are 45 laptops used in the educational process. 4 classrooms are equipped with computers, 2 informatics classrooms are also involved in the learning process. In 2022, a multimedia portable interactive whiteboard with a diameter of 100 inches was purchased. In 2023, 19 modern generation laptops, 2 multimedia portable interactive whiteboards with a diameter of 100 inches, 3 multimedia portable interactive whiteboards with a diameter of 85 inches were purchased.
The room intended for sound recording and equipped with the necessary recording equipment is not fully utilized due to the absence of a permanent specialist.
Starting from 2018, the implementation of the Integrated Target Program “DIS” (Digital Information Environment) continues. The goal of the program is to move to a new qualitative level of using computer equipment and digital educational resources in the college. The program is also aimed at the formation of information culture among students, corresponding to the modern level of information technology development, increasing the level of competence of students and teachers in the
field of information and communication technologies (ICT) and the creation of a unified information space of the college. All this contributes to improving the quality of the educational process and training of specialists.
Annual filling of the data of the statistical base for the Ministry of Education of the Republic of Kazakhstan allows to achieve several goals. First, it raises the awareness of stakeholders about the state of the student population of the college. Secondly, information from the NOBD is used to calculate various performance indicators, which allows us to monitor the effectiveness of activities aimed at modernizing the educational process. Finally, it also helps to optimize the processes of collecting and processing regulatory reporting, facilitating record keeping and providing the necessary information.
The network infrastructure of the college is constantly developing, and currently all structural units that work with personal computers are connected to the network. Work is regularly carried out to upgrade, modernize, expand and improve the computer fleet, including computers, office equipment, server equipment, local network and Internet access.
To provide access to the Internet, the college has a contract with the provider Kazakhtelecom JSC. Due to the high speed of Internet connection and the use of new technologies, interactive performances, open classes, master classes, seminars, trainings, meetings, professional contests, conferences, take part in online webinars and competitions are regularly held.
In 2022, the internet connection speed was increased to 100 megabits per second and a local area network was installed covering all teaching and administrative rooms. The process of modernization of the official website of the college was also carried out.
The information website http://pedcollege2.kz/ is the college’s business card, with information available to any Internet user.
The purpose of the website is to ensure openness and transparency of the college activities. Content replenishment of
the site takes place with the participation of a large number of teachers and students. The materials of the pages are constantly updated and replenished with relevant information.
Also, in order to inform all stakeholders about the events held in the college, work is actively carried out in social networks Facebook, Instagram, VK; stands are designed, handbooks are published, which help to make information available to the public.
Promising for today is the realization of digital information system in the college, creation of web-sites of more teachers and students.
Creating conditions for quality education directly depends on the quality of teachers’ qualifications.
The teaching staff of Almaty Humanitarian-Pedagogical College No. 2 is staffed with qualified personnel. All of them have labor contracts with the indication of their position, working conditions and form of remuneration, as well as a collective agreement.
Total number of teachers on – 75: of them full-time – 69 (92%), part-time 6 people (8%), on maternity leave – 3 (Manarbek M., Eliseeva S.A., Kizdarbekova U.A.).
All teachers have higher professional basic education.
The college trains specialists by teachers who have received state awards:

Qualitative composition of teachers for 2023-2024 academic years:
- “teacher-researcher”/highest category – 32 hours (43%);
- “expert teacher”/first category – 5 hours (7%);
- “teacher-moderator”/second category – 16 (21%);
- “teacher”, “trainee teacher”/ without category – 22 hours (29%).
Information on the age of the teaching staff of the college leads to the conclusion that there is a weak inflow of young specialists and there is a threat of gradual aging of the teaching staff:

From 25 to 30 years old – 6 hours. (8%)
From 30 to 45 years old – 14 hours (19%)
From 45 years to 60 years – 45 hours (60%)
Over 60 years – 10 hours (13%)
Teachers of the college regularly take professional development courses. Since this year, with the support of the EEO of Almaty, there is an opportunity to improve the qualifications of teachers in the course of foreign internship: 10 teachers have already undergone such an internship in Finland on the formation of functional literacy among students.
Having analyzed the human resources potential of AGPC No. 2, it should be concluded that the educational process in the college, in general, is carried out by qualified teachers, who are distinguished by a high level of professionalism, organization and communicative culture.
But at the same time it is noted that with the introduction of the new Rules of certification of pedagogical workers, the quality indicator of teachers has decreased compared to previous years.
Teachers of Almaty Humanitarian-Pedagogical College No. 2 in order to meet the quality of training of pedagogical staff to meet the requirements of modern elementary school practice-oriented training on the basis of credit-modular technology is carried out.
Since 2015, the college has developed and implemented a set of pedagogical measures aimed at training teachers and students in new approaches, methods and technologies that meet the modern requirements of the content of education at school.
Since 2017, practice-oriented training of future teachers on a special program of additional professional education for final-year students “Training of future elementary school teachers to work in the conditions of updating the content of education” was organized by college teachers who have taken advanced training courses.
The relevance of this program was conditioned, first of all, by the goals and objectives of the State Program of Education Development in the Republic of Kazakhstan for 2016-2019, as well as changes in the State Educational Standards of Primary Education in accordance with the Decree of the Government of the Republic of Kazakhstan from 25.04.2015 № 327.
Today, there is an urgent need to develop a program to train students in functional literacy formation techniques.
The educational activity of the college teaching staff is aimed at the search and realization of effective technologies that improve the professional competence of future teachers.
Within the framework of the activity of the coordination center for 7 years various events, round tables, seminars, etc. are held aimed at finding joint solutions for quality training of future specialists.
Almaty Humanitarian and Pedagogical College No. 2 together with the State Scientific and Methodological Center of the city have been holding annual city seminars for teachers of colleges of Almaty on broadcasting the work of SPM for 6 years.
According to the plan of implementation of the College Development Strategy for 2018-2030, the work on the organization of international cooperation is fruitfully carried out. The conclusion of agreements and memorandums contributes to the development and strengthening of joint cooperation in the field of educational and research activities. Such work is carried out in the college in 2 directions: organization of its own seminars, research and development projects for teachers and students and participation of teachers and students of AGPC No.2 in the activities of our social partners.

Over the last few years, the head of the college, deputy directors of the college, teachers and students have been actively participating in events organized by the college’s foreign partners:
- Professional development courses with the invitation of lecturers from the Institute of Education Development Strategy of the Russian Academy of Education (Moscow, 2017, 2018);
- participation in the International competition of professional excellence among students of teacher training colleges: “Dream Sails” in Chelyabinsk Pedagogical College No. 2 (1st place in 2017, 1st place in 2018);
- participation in the International Pedagogical Readings in Chelyabinsk Pedagogical College 2 (Russia, Chelyabinsk, 2019).
- participation in the seminar “Microsoft Education Transformation Framework” organized by the MFCA office in partnership with “Microsoft Kazakhstan” (Astana, 2021);
- participation and distance learning in the All-Russian conference “Educational Space: Problems, Solutions and Prospects” organized by the Center for Professional Development and Innovation (Russia, Kazan, 2021);
- annual participation in international scientific and practical conferences (Kazakhstan, Russia, Belarus).
Almaty Humanitarian-Pedagogical College No. 2 has been organizing NPC with international participation for 4 years for college students in pedagogical specialties within the framework of LEO “Zertteu” under the guidance of Shkavronskaya E.V. and Myrzalieva K.Zh.
40% of the projects are the work of students and trainees of teacher training institutions with whom contracts and memoranda of cooperation have been concluded.
I Scientific and Practical Conference for students “Pedagogical Heritage and Its Role in the Development of Modern Education” was held on May 20, 2020 in absentee format.
A total of 26 papers took part in the conference. Of them:
5 projects – State Educational Institution “Minsk City Pedagogical College”;
2 projects – State Budgetary Educational Institution “Chelyabinsk Pedagogical College”; 2 projects – State Social and Humanitarian University, Kolomna.
The rest of the projects are Republic of Kazakhstan.
In March 2021, the II Scientific and Practical Conference with International Participation “MODERN EDUCATION: OPPORTUNITIES AND PERSPECTIVES” was also held in absentee format.
Total number of works received – 51, of which: 12 works – countries of the near abroad (Belarus – 6; Russia – 6); 39 works – Republic of Kazakhstan.
On April 29, 2022 was held III Scientific and Research Conference “EDUCATION: TRADITIONS AND INNOVATIONS”, which was attended by 112 works from Kazakhstan, Russia and Belarus.
Kazakhstan represented cities: Almaty. Aktobe, Aktau, Mangystau, Kostanai, Uralsk, Shchuchinsk, Taraz, Zharkent, Kaskelen.
Russia was represented by the following cities: St. Petersburg, Moscow. Krasnodar, Samara, Yekaterinburg, Tatarsk (24 works in total).
Belarus was represented by the city of Minsk (16 works).
In May 2023, the IV competition of research projects with international participation of college students “Student Spring” was held, which was attended by 156 works from Kazakhstan, Russia, Belarus. The geography of the competition and the quality of students’ works have expanded.
On the materials of all conferences electronic collections of the competition materials with UDC and ISBN indices were published.
Thus, it is safe to say that holding such conferences for students contributes to the formation of their interest in scientific research, identification and development of their creative abilities, training in scientific research methods, as well as contributes to the formation of professional competencies of future specialists.
In February 2022, the I scientific-practical conference with international participation for teachers “Innovations in pedagogy: problems and experience” was held. In total 52 works were received. Of them 42 were the works of teachers of colleges and universities of Kazakhstan, 10 – the works of colleagues from Russia and Belarus:

- Pedagogical College Sverdlovsk Oblast (RF);
- Gorno-Altaisk State University (Russian Federation);
- Minsk City Pedagogical College (RB),
In February 20223 was held II competition of research projects with international participation of teachers on the theme: “Innovations in pedagogy: problems and experience”, where 40 works took part. Of them 37 were works of teachers of colleges and schools of Kazakhstan, 3 – works of colleagues from Russia (1), Belarus (1) and the Kyrgyz Republic (1):

In the remote format were heard the works, the authors of which expressed a desire to share with all participants of the conference their thoughts, ideas, practical experience on the topic under consideration.
In their works, teachers showed the direction of development of modern education, possible prospects for its development and practice of implementation; considered topical issues of modern education in the implementation of forms of training with the use of digital educational technologies and online learning; generalized and systematized the practical experience of using gadgets and game technologies in the educational process; proved the effectiveness of the use of information technology in the educational process; considered possible ways of developing “flexible skills
Electronic collections were published on the materials of the conferences and assigned the UDC index.
In AGPC No. 2 there is a systematic work on the organization of NPC with the participation of social partners of the college, which contributes, first of all, to improving the quality of education, as well as improving the professional skills of teachers.
The college publishes an information and methodological magazine “Alau”, in which teachers and students publish articles and methodological materials. It is not published in large quantities for wide distribution, as the changes to the “Statute of the college” in terms of publishing activities have not been introduced yet. The magazine is published only for the staff and students of the college, as it is not registered. It is necessary to make additions to the “Statute of the college on publishing activities in order to disseminate it on a national scale”.
Teachers of AGPC No. 2 actively publish their methodological materials in national pedagogical journals.

Due to the insufficient number of textbooks for pedagogical specialties, college professors can take an active part in the creation of educational literature in their disciplines.
Teachers of the college are actively involved in the development and examination of tests for NCT, national professional development courses for teachers, and the development of model curricula for OOD.
The college has developed a certain system of education of the future teacher, a specialist of high profile, which allows solving the main tasks of comprehensive education of students. Education of personality during college education is the most important stage of socialization of students.

The systematic and coordinated work is carried out to educate students in the sense of citizenship and high patriotism; to study folk traditions; to increase the social activity of students, to teach them to self-improvement and self-management, to realize the need for continuous personal growth.
The social and pedagogical service of the college creates favorable conditions for the realization of the rights of students, for the development of a moral, tolerant, spiritually healthy personality.
There is a council for prevention of offenses. Anti-corruption actions, questionnaires of students, filming of social videos and their placement in social networks on the pages of the college, teachers and students themselves, organized the work of the helpline by QR code.
At the same time, it is necessary to increase the coverage of students who are actively involved in the activities of student self-government bodies, elective and club activities, sports sections, volunteering.
One of the indicators of the Strategy implementation was the presence of prize-winning places of students and teachers of the college in image contests of professional skills, scientific and practical conferences of national and international level:

Every year the college conducts the calculation of rating assessment of professional activity of teachers and PMK, which is an important component of the college strategic management in stimulating professional and personal growth of teachers. It allows evaluating and comparing the results of teachers’ performance by indicators characterizing educational, scientific, methodological, practical and educational work in dynamics, and allows achieving high performance results of the college as a whole.
The trade union committee “Ұstaz” – a structural subdivision of the trade union, located directly in the AGPC № 2 and consisting of trade union members – college employees – carries out activities to protect the rights and interests of employees, increase the prestige of the teacher, improve their working conditions and recreation in the college.
The trade union builds all its work on the principles of social partnership and cooperation with the college administration, solving all issues through constructive dialog in the interests of college employees.
The analysis of the implementation of the college development strategy carried out in the course of preparation for this pedagogical council allows us to conclude that the activities of the teaching staff of AGPC No. 2 are aimed at achieving strategic goals and realizing the mission.
Mission, goals and objectives are fulfilled in the educational context of the development of the region and the country, taking into account the policy of the Ministry of Education of the Republic of Kazakhstan.
The chosen policy and development priorities allowed AGPC No. 2 to take a certain place in the field of education and successfully promote the set goals and objectives of training specialists that meet the requirements of the market of educational services.
The mission, vision and goals defined by the college are in line with the overall goals of technical and vocational education, and the College Development Strategy outlines the main directions and ways to realize the defined goals.
But at the same time, SWOT-analysis by areas of activity shows that taking into account new trends in the educational policy of the state and modern requirements to the organization of the educational process of training qualified specialists, it is necessary to make a number of significant adjustments to the strategic plan of the college development until 2030.
The results of the analysis of the current state in all areas of the college’s activities are presented in Tables 1-5.

The college carries out educational activities on the basis of the state license AA-5 series No. 0059667 dated 09.10.2008, issued by the Department of Economics and Budget Planning of the city of Almaty (validity period is not limited).
In its activities, the college is guided by the Law of the Republic of Kazakhstan «On Education», the Standard Rules for the Activities of Technical and Vocational Education Organizations (approved by the Government of the Republic of Kazakhstan dated May 17, 2013 No. 499), orders of the Ministry of Education and Science of the Republic of Kazakhstan, the Charter of the College, the Concept for the Development of the Almaty State Humanities and Pedagogical College No. 2 for the period 2016-2020, College development strategy, decisions of the College Pedagogical Council.
The main tasks for the 2020-2021 academic year:

Scientific and methodical work

Since the foundation of the college there is a museum of college history. It accumulates materials, documents, items reflecting the history of the creation of the college, its development and achievements.

THE LIBRARY OF GKPU GU “ALMATY STATE HUMANITARIAN PEDAGOGICAL COLLEGE NO. 2” WAS FORMED IN 1980.
The college counts its history since 1980. Almaty Pedagogical School No. 2 was created by the decision of the Board of the Ministry of Education of the Republic of Kazakhstan (Order No. 120 of August 15, 80), and it was reorganized into a pedagogical college in August 1993. 2008 GKPP “Almaty Pedagogical College No. 2” was renamed GKKP GU “Almaty State Humanitarian Pedagogical College №2”.
